I am not quite sure that I have understood fally all that has been done by the Viceroy It to clear, howover, from the reports that he has taken sotion, not to suppress the trade in native opiam, but to conserve the revenue for the provinos. He has prepared a special pass or permit, and without this special pass ve one is allowed to sell native opium in the province. The older passes were of such a nature that they could easily be counterfeited. Hence the now departure. All theso fots, and there is reason to believe that the reporters are axaggerating in what they say, go to prove that there is no sincera effort on the part of the officials to pat down the smoking amongst the people.

On the other hand, it is clear that the Anti- Opium Societies are on the stert. In regard to the rapine action of the magistrate at Bamshui, the Committee of the Canton Avti-Opium Society sent up some special Commissioners to examine into the state of affairs and to report, In consequence of their report, a strongly worded appeal was sent to the Superintendent of the Police in Canton, Thereupon the magistrate was brought to book.
