THE NEW ARMY ORDER Mr. Haldane announced what he is reported ELLIOT of recent yours." The document, thus heralded to have called the biggest Army Order passed was issued from the War Offse. It is an Order for changing the name of the Militia into that of the Special Reserve and for disbanding twenty-three Militia battaliona, and the Royal Army Medical Corps (filltia). The change of namo is important only because it neatinssly offends the sentiments of all concerned. The diabandment of amber of battalions is a part of the Procrustean method which lops An old force to make it fits now theore tical arrangement. That arrangement is that each pair of Regular battalions shall have Militia battalion as its reserve and that twenty-seven Mililia battalions shall be reserve battalions ansttached.

In future recrutis joicing all these battalions will be liable for service abroad, the wish of the Militia for this liability being thereby gratified, though it is not made clear by the Order that the man are to have their wish in the form they desired, namely, that they should abroad only with their own corps. Apparently the plan is that these reserve battalions are to be reservoirs of men' from which Line battalions at the front are to draw drafts. The training periods are to be modified; the oral training to 09 in all cases.
