.
Witness wont on to state that in his experience the cost of conveying 'n traction engine from Londos or Southampton to Sath Africa amounted to as much as 10 per cent of its sotaal, value. The rates from Germany and the Cuited Blates to South Atrics were lower than from
Bugland. In bis opinion, freights should be regulated with some regard to the ralae of t te Bervices rendered, It wasabined to pay 25s par tan from Barios to Belfast, when gods of 8milar quality could be carried to Alexandris for just over one-half that rate.
Lord Inverclyde Baked whether the 2 is rate to Belfast did not include, and the 15 rate to Alexandria exclude, dock dnes?
Witness replied that the rate to Alexandris inclu ad landing on the quar. He admitted that this difference to rates had nothing t do with deferred rabites. He had sim ty referred to them as showing that frights were *apricious.
Lord Inverclyde': that the Government should be asked to make Would you recommend deferred rebates illegal? Yes. 1 do not like Government interference, but I think deferred rebates are an immoral system, and should be abolished,
You would not like the Govrument to in- terfere in yourtrade -They do in many ways,
But not in prices.--No.
Mr. Birohecough Doyou think Parliament should be allowed to adjust freights No. We should have mutual agreement, but there cau ba no mutual agreement when it is forced down your threat.
In the course of further evidenes, Me Me Laren expressed an opinion that the large ship- ping companies were improving their passenger and mail services at the expense of the traders. He believed that goods could be carried at nonch lover rates if it were not for the buge expense of running high-speed mail boats,
The Golog e Gazette, in an elaborate loading article, deplores the grisis in the league and the inexpediency of allowing the differences which have arisen to hams a cause of strangement between the Pinesians and the Bavarians. Although the Rhuish journal naturally sympathized with the motipes of Gooorai Kim's political notion during the reamt general president was calalated to imperil the interests election, it thinks that his appointment as of the Nary Lingue and to encourage ite adversaries. On the other hand, at
s public Colonial Soo:ets which was hell on Tuesday meeting under the auspices of the Berlia ring, General Keim and Conat, evenflow expressed thomseires with their usual vig ur in favour of naval programme more ambitions than that of the G verament. One of the
apeskers, who is membar of the Reichalay, declared that General Keim was backed by the sympathies of a million and a half of Germans, and that he did not need to care if ",
somebody in Munich was displeased with his agitation. The Fossische Zaitung thereupon painted out that the som hady in Munich" is a Prince tho is dealised one day to wear the Bavarian Creva. Now the Navy League owes the greater part of its membership neither to its awa energy or to its president, but to the favour and the
sympathy of the reigning Houses of
Munich and between Prussia and the Southern to intensify this therefore a reckles proceding the opposition between States by animadversions suck as those which have been clirected against Prince Ruprecht. The Voxische Zeitung also remarked that "the .agitation couded by the president of the league has been characterized ba Chauvinism which paid as little regard to the economio rosonenea of the nation as to the necessities of foreign policy. +
There was some di-cassion on the subject in the Budget committee of the Reichstag today and the language of some of the extreme naval Chaavinists and of their organg Liberal Dr. Paasoba and by the Conservative in the Press was repudiated by the National Baron von Richthof»n.
WEATHER REPORT.
Mr. E. B. Fredwen, of Manchester, who gave evidence in April laat, was recalled. He stated that as a roault of a meeting of Manchester merchants, held on July 18 last, an Australasia Merchants Association had been formed, That association had escupied much time indigenesing with the Shipowners' Conference the alteration of the freight tariff, and had induced the ship Gwners to agree to an asimilation of the ratos on most lines of gargo between the United Kingdom and Melbourne or Sydney. The essage of sound co-operation between merchants and abipowners was; in bis opinion, "give and taka" on both sides. The evidence showed that the shipowners in the Australasian trade had not been making excessiva profite, and thongh the original request of the merchants had been that the Melbourne rates should be reduced to Hongkong & Neighbourhood the Sydney level, they had, in vier of the advance in the price of bunker cool, agreed to the assimilation of rates by some advanos in Sydney rates. No settlement had been arrived at in regard to the preferenca of 2 6d given by the White Star Lins to cargo carried from Naw Tork with transhipment at Liverpool, to Aus tralais, over goods carried dirent to Australasia from the United States or Liverpool, No doubt the lower freights hd helped to dirert trade to America in the ease of goods manufactured in the United Stater, but le agreed with the chairmen that it was a matter which had nothing to do with the question of rebates. The White Star Line declared that, unless they charged a rata which was 2a 63 lower than that charged direct, they would be unable to get any considerable share of the mories cargo.

By Lord Inverclyde: Ha onasidered that, where wisely and fairly e rried out, the con Terance system was advautogrusts to British trade, and secured the trade of the world to British merchants. Alluding to the combin ation of the Tyr Line with the German companies which the r gretted ne introducing a foreign competition in the
carrying trade from the United States, previously carried on by British steamer-the witness expressed the opinion that had there been an effective system of rebates from New York to Australisia, the Germans would have found it very diffonlt, if not impossible, to get into that trade, t
In answer to Mr. Oswald Bannon, the witness said the 'raerchants only asked that they should not be charged a higher rite from Liverpool than their American competitors were charged when shipping via Liverpool. He admitted that their sentimental grievance would' be removed it the White Star Iaineran service direct from New York, instead of choosing to fight for the maintenance of their old service,
