If any monarch ware capable of practising benevolent despotism for the benefit of his subjects, it would be William II., who is a man of versatile genius and lofty char star, and whose private life and conduct are above reproach.
Nevertheless, in spite of the Emperor's brilliant intellect al qualitise, and notwith. standing his good intentions, which his bitterest critics have never ventured to question, bene. Folent dospotism as practised in Germany has proved a disastrous failure, inasmuch it enabled vicicas oriminals to stand between the monarch and the nation and to exert a bauefal indones on the garniment of the Garmin

How baneful this influence was Herr Harder showed in his eloquent address to the court, Prince Eulenburg contributed largely to the downfall of Prince Bismarck, the greatest German alatosman who would probably have avoided the glaring errors in subsequent Ger man foreign policy if he had remained in office, Prince Eulenburg brought about the down fall of the second Chancellor of the Empire, Count von Caprivi. The third Chatello, Prinos Hebeslehe recorded his damning verdict on Prince Enfenbarg in his memoirs, published a year ago, which attracted so much attention. The fourth and present Chancellor, Prines Buslow, although created by Prince Ealenbarg, is now his relentless enemy. When Prince Buelow was summoned to Berlin to become Secretary of State for Foreign Affairs, this post being the stepping stone to the Chancellor ahip, it was Prince Balenburg who recommend ed him to the Emperor.
Prince Barlow was then Ambassador at Rome. He had married an Italian princess, and did not desire to return to Berlin. He did his utmost to avade the new responsibilities thrust upon him, Princess Buelow, who was strongly averse from leaving Rome, did not travel ta Berlis, as one would naturally expect to prevent Prince Baslow's appointment as Secretary of State, but to Vienne, where Frince Entenburg was then German Ambassador.
Princess Buelow implored Prince Ealenburg to allow her husband to remain at Rome, Prince Eulenburg was unmoved, and insisted that Prince Buelow should go to Berlin. During big conversation with the supplicating Princess he dropped the significant remark. am not a king, but a maker of kings."
Daring the Morocco erisis, Prince Eulen- barg's intimate friend, the French attaché M. Lecomte, was frequently enabled to e nd the French Government valuable information obtained indirectly from the Emperor through the Emperor's circle of chosen friends and adrisers, headed by Prince Enlenburg.
