Peculiar interest attaches to the two cases detailed below in which the decisions of His Honour Judge Willey have been revers.d on Wildey came to inaugurate the U. S. Coart în Shanghai he was fully aware that the incoherent state of American law as applying in Chian would expost him to many difficulties, For, in establishing the Court, Congress fixed the Court of Appeal as that of the Ninth District of the United States, but it did not fix which legisla ture Ahould control the sondnot and the judge pient of the Court. fue system of common law runs through the whole of the District, but its application differs widely or slightly in sachi District,

this state of affaira is amply shown in the Biddle and Price casus,

it would seem that, despite the rinner in which foreigners are nowadays forging ahead of as on all sides, there is at least one trade in which we can hold our own to a certain extent, nod that is shipbuilding. Thas the promoters of the new Belgian line that is to ran between Antwerp, Boston, and Luebeck have decided to place orders for some of the ships required. British yards. portion, so that the ship was made whole again. But it was one thing to do this where

both the old and the now cotions were rot far apart. It is quite another thing, as Messrs. Herland and Wolf have done, to build a new section at Belfast, with a view of joining it up to the rest of the ship st Southampton. It may be hoped that farour- able weather will sooompany what must be regarded as a very interesting bit of lowage.

A French Consular report is responsible for the statement that the authorities of Bremen harp decided to put into immediate execution a project for the construction of an industrial a commercial port holow Bremen, with the object of creating a large centre for establishing industries, specially those connected with expert trade. This will consist, according to the report, of a long basin, joined, by five floating docks, of from 240 to 1.100 metres in length, and will be connected by roads and railways with the principal Bremen lines.

Great interest is being taken in the growth of California's oil trade with Japan. This is to some extent the result of the purchase by the Japanese of two lank steamers to run in the oll trade of the Pacificand the Far East. Directly the present remarkable boom in tank stommers started the Japanese bought the Hormions from Messrs. Bowring and Company, had her fitted on the Tyne to burn liquid fuel, and are now sending her away to carry oil for Japan. They have also purchased from the same company s vessel which is at present on the stocks. This shows that the Jagsuese are determined to have their own oil carrying feats. Japan has made contracts with Californing cil companies for the delivers of huge quantities of liquid fuel. There are no fewer than 22 tank steamere building at the present time, some of these will be launched before the end of the year, and the entire dect will be in service early in 1908.

The Port Jackson has sailed for Australia, taking with her some fifty boys from the training thip Warspita, and twenty-two ondets

Brassey soberne. The distinction between the two classes of lads was indiester, as the sailing. ship went down the Thames, by the distinolly handsome uniforms of the cadete, not a few of whose friends accompanied them in the vessel an far on Groenhitbe. Some of the newspapers som to have described these vadete as London County Council boys, and thereby to have given offence. As a matter of fact, the parents or friends of the cadets are paying considerable fees to cure their training in an ocean-going Among the Warspite boys there are three who are going to sea under London County

Council nuspicea. The rest have been selected by the Marine Society. The Port Jackson, it the winds favour her, should reach Sydney be fore the end of the year, and should be back
