OPIUM NONOPOLY,

Su-With reference to the several inter- views which the representatives of the Sassoons had with you, on our behalf regarding the above important subject, we now beg to enclose a translation of the latter which our Chinese dealors have addressed to us, from which you will obgirre that if the monopoly comes into force they may not be able to fulfil their out standing contracts with us as thoir Opiam will not have the ramo outlet as hitharto. Their previous purchases of Opium which are yet uncleared, now stand at about 2500/3000 chests. of the value of about two million tasks,

Since the nonopoly question sprang up the market has been slumped to the extent of about Ts. 70. per ched, notwithstanding the re- duction of sale by the Indian Government of 4 @ choets monthly commencing from last month, which should have bad the contrary effect.

The considerable losses which we henlready suffered and the farther heavy losses which are likely to scarno on our large holdings if the monopoly is allowed to be enforced, have resulted from the action of the Chinese Govern- mont which is in irrot contravention of article V of Wie Treaty of Nanking of 1842 and article XIV of the Treaty of Tientsin of 1858 beiwern France and China and which is calculate to. ruin this trade in Foreign Opium with tho intention apparently of pushing the commmption of native drug.

In view of the above facts, we consider that it would be only just that we should be indemnified

Shanghai 27th June 1967. DEAR SIR, We bog to bring to you notice the following

Some of the Chinese Opium dealers bere have received information from their con stituente in Nanking that the Viceroy thereby the Ching Government for the losses which intende granting the monopoly at the Opium we have bad to bear, and for any subsequent trade in Nanking to a few dealers, who coty losses which may arise if immediate action is will be allowed to import Opium there. So far tion of the British Government was the gradual

not taken to abolish the monopoly. The inten no official notification has hean issued, but as there is every probability of its coming into reduction of the Opium trade and its ritimste force at any moment, and entseguen la action of the Chiasso Government is to suddenly abolition in the space of ten years, wherons the similar monopoly jas intended to be given here and elsewhere, we think it advisable to lay the extinguish the trade in foreign Opium and matter before you so that immediate stops may thereby cripple the resources of all those who are interested in it, instead of endeavouring_to be taken to stop its boing asrtied into effect. Such monopolies would prevent other dealera decrease the large areas in the interior under We therefore earnestly from participating in the Opinio trade this PPPy cultivation destroying the healthy competition and thereby request you to take immediately such solích as crippling the business and

you doom heccesary to bring the monopoly to causing heavy Jones to importers who will be as the mercy of a few

spoedy tormization, and would beg you to give who hold the monopolies, as regards prices sto, is, as soon as possible, information as to the It would also be greatly prejudicial to the roult of your action, so that we may know how

to regniste interest of the Indian Governmeé if such a

our purchases at the Government of schema is permitted to be enforced specially in India's monthly auction sales.

Wo remain, Sir, the present unset led and unsatisfactory state of the Opium trade owing to the action of the Chinesa Government in closing up the ablie smoking dens, and la porters, in view of the fur ther uncertainty of demand from those who would bold the monopoly, would entail importation, which would mean a material reduction of their purchases from the Government of India's monthly tales.
