Dr. Maasterberg, who all the chair of paychology at the university, describes his invention as a trath-com peiling apparatus.
The contrivance consists of thres "asparato machines, sa sulomantograph, a pneumograph, and a sphygmograph. Ths. Erst is attached to the arm and makes a record with pencil on paper, These involuntary writings are expressions of the emotions conveyed through the arm
The phenograph, which is a more delicate instrument still takes a record of the beating. Every variation from normal breathing, due to emotional suggestion, is marked by the machine. Esch expiration, in a word, write its own history.
The third machine, the sphygmograph, is fixed to the wrist to observe the pulsa beats. It takes another record of the emotions of the heart.

RUMQUEED IMPENDING RETIREMENT OF THE BIRDAR.
A Correspondent of a homs paper says:- I have it on very good authority that a change is contemplated in the administration of the Soudan, According to the Angl-Egyptian

Condominium of Januarry 19, 1899, the power, subject only to the control of the Britis Agent in sico was vested in the Sirdar, who also took the title of Governor-General of the Soudan. But in the last eight years so much progress has been made and the limits of the Soudan have extended to such an extent that the work involved by those two posts is far too much for one man to accomplish.
Consequently it has hoon desided to separate the posts and create a civil Governor-General, aurt leave the Sirdar to deal with the military side of the administration. This innovation wil take effect when Sir Reginald Wingate retires, which, I understand, will be before very long. Rumour has it that it Wingate Pash retires Shatin Paebs will also leave. Buch an event is highly probable, as these two have been the closest friends for years, and have worked together ever since 1832. Both Wingate Pasha and Slatin Pasba will be agreatless to the Souda, mora espo sisily the latter, as no one has such an intimate knowledge of, and such influence over, the masy tribes of the Soudan.
According to "L'Egypte," the new Governor- General will be Lord Edward Ceil, at present joint Under-Sooratary of State for Finance, and for some time Sudu Agoat is Cairo and the. new Sirdar will be Colonel Fergusson Pasha, who was Adjutant-General of the Egyptian Army from 1901 to 1903. The former nomica. tion is a very possible one.
There is also soms talk in the clubs of the. pene retirement of Mr. P. W. Machell, Adriar to the Ministry of the Interior, and of his re- ceiving an appointment in India-most prob ably a Governorship. It will be remembered. that Mr. Machell married Countess Vails Gleichen, King Edward's cousin. two years ago. Mr. Mobell is to be succeeded by Lewa Hunter Pasha, at prosent Director-General of the Constguards Administration, which was the post Mr. Machell held before he wont to the Interior.
