No one on the Colonial Office staff could well have a better claim to the appointment, for Mr. Just was joint secretary to the late Conference and assistant secretary to the first Conference twenty years ago. His subordinates are also to be members of the Civil Service, and Lord Elgin is confident of being able to find men who have visited the self-governing calonies. But what is. to be the status of the Secretariat From Lord Elgin's statement it might almost appear that it is to be an appendage to the general" de partinant, or even sa integral part of it. We can scarcely suppose this to be the case, but it seems clear, at any rate, that it will be an integral part of the Colonial Office. It must be confessed that Lord Elgin's allusions to ite status'are not altogether reassuring He says the post of secretary should be filled by a man of a standing which would justify his access, whenever noe sary, direct to the Secretary of State. Certainly it about be; that is patting it very low when we remember that the original suggestion was for a Secretariat distinct from Conference alone,
