No one believes that such co- operation exists. Part of the latter about to be quoted confirm our opinion that Hongkong has been parsuing a dangerous policy of independence, which opinion, as we pointed out at the time, was proved correct by the evidence at the enquiry. If we are wrong in believing such whole hearted e-operation to be desirable, we are wrong in all points, and bave no more to any. The letter is dated July 29th, and begins :—

The next section of the latter, however, brings us back to the extraordinary mis- understandings that have been possible in connection with the incident, even the Astronomer-Royal having been grotesquely misled. There is a plain implication that the Hongkong Observatory deliberately ignored a specific warning.
