The House of Commons was copied for the whole of the afternoon en June 7th with the Deceased Wife's Sister Bill, sud at the end of five hours' debate practically no progress had been made. The history of this Bill is well known. It has been before Parliament fimes without number, and has never failed to pass its second reading in the Flones of Commons by an overwhelming majority. It has even bean secepted by the House of Lords more than one, but on the occasions when it has passed the Lords obstruction has prevented ita soss in tho Cormons. This year the prosprota of the Bill appeared to be peculiarly favourable. Bir W. Brampton Gardon, who is in charga of it, won the first place in the ballot for private members' Bills at the beginning of the Beesion. The second reading was carried on the earliest date possible, and the Bl was referred to a Grand Committee. The debates in that Committee were protracted owing to the persistant opposition of a small

group of High Churchmen, who regard the Bill as a infringement of canonical law. It finally emerged with many amendments that had been in ortod to conciliate opponents. On June 7 the Bill esme before the House on Report, and was met once with a motion that it should bu referred back to & Select Committee. The debate on this motion was almost avowedly obstructive, and a little before two o'olek the poker granted the cl sure.
