As already-stated, further caves bribery or bluckmailing have been brought before as, which time alone does not permit of our investigating, but we might mention that in the course of our investigations, it transpired that the senior Chinese, Borgaaut of the Water Police had been in the habit of demanding blackmail from the scavenging contractor. This man has since absconded.

Attached to this Report will be found a list of those officists of the Sanitary Department who hare beau referred to in the evidence taken by the Commission.

We now know from eridence giren before the Commission that this belief is entirely illusory.

304. The Pessident of the Sanitary Board claims that be is the sola bead of the Papert ment within the term of Ordinance 23 of 19903, and that it is only in certain comparatively small matters or as a matter of courtony, that he consults the Board as to the working of the Department, or even keeps then informed as to what is taking place in the Department. Ali matters relating to finance, the control, appoint ments, promotions, &c., of the staff, conduct of business hetween the Board Meetings, and the ordering of tao daily work of the Department being outside the jurisdiction of the Sanitary

Board.

36. Under the Amending Ordinanon, the Members of the Commission do not dispute the correctness of the attitude taken up by the Principal Civil Medical Offeer. They feel it however their duty to point out that not only has such a change been brought about without the public being clearly informed as to what the real resuit of the passing of this Amending Ordinance would be by which they were practi cally defranchi ed from sach sharò as bag bean enjoyed for tears past in the Municipal Gover ment of the Colony, but further that the result of this new legislation has not carried out the anticipation of the promoters, or by an im proved service justified its inception,
