President Roosevelt and Mr. Root lately have been working together with the object of re- forming the American Consular service in the East, which has developed any scandals. To a large extent, it is agreed that they have been successful, because the conditions have been remedied and the offenders removed Formnor Consul General Goodnow at Shanghai, former Consul General Me Wade at Canton, and former Consul General Williams at Singapore are eat down as the three arch-offenders.

A complimentary dinner was given on April 25th at Shanghai by the American Association of China to the general maunger of the Tasito Commercial Cable Company, Mr. George Gray Ward, of New York. The President of the Association, Dr. Gilbert Rold, presided at one eud, and the Consul-General for the United States, Mr. James L. Rodgers, presided at the other end.
