(FROM OUR LONDON CORRESPONDENT)

THE KUPE COMMON EIN,

But ofive mon other

In my last latter, I ventured to anggest a falling off in the manners of the Honse of Commons. This was the conclusion I arrived at after attending a bath of the House and cheersing the department of the members. The lack of solf-restraint, the radonoss of some of the intorjuntions, the avident absence of desire to allow a prominent member to develop his argumont, and the obvious determination not to listen reasonably to reasonabla argument, but still more the demeanour and deportment of th members, or at least many of them, inclined one to the conclusion that there were many other things in the world one would rather be thou. a member of Parliament idons. Mr. Balfour is not of my opinion. As he has a longer experience of Parliaments than your correspondent, and has probably more to complain of than anybody in the House at the present time, his opinion may be worth having, Speaking at the Mansion Housh on Friday night, he mid that he did not believe that the House of Commons minners had dotorioarated, He was confident that the character of the Home of Commons, the parity fita motives its absolute superiority to anything is the nature of pecuniary brile, its powers of speech, ils tolerance of difference of opinion, its general good mammers towards even those who represent

but a small minority, exist still and will connin when this Homan of Commons has gone und is to be judged by the historian soenaling to its performances. With all das respect to the quiz non of Mr. Balfour, I for one and I önd many who agree with marafuse to believe that he was quite sinnero in what he said. He was doubliens apaking with his tongue in his, cluck. As thee Last rotoxining representative in "the House of that small party which set it

Again, I do not wish to setup onparisous, but I cannot refrain from commenting on the fact that Eondon for onen had a display of cheerful enthusiasm without the adroalitious aid of any of those fiory liquids without which none of our national displays is rootone complete. In more ways than one, the Japanese visitors were au objel lesson to the people of Englund.

CHINESE CUSTOMS REPORT.

INTERESTING NOTES ON SILVER,

We have received from the Imperial Maritis Customs of China, Department of Statistics the report on the foreign trade of China which is now annually and eagerly expected from the pea of Mr. B. B. Morse, the Statistical Secretary. The current report is part L for- 1945. To begin with, we give only some extracts from his very interesting remarks on affecting silver and exchange. Ho mays:- enrrency trade,, and other circumstances as

In my report for 1994 I referred to the greal excees in the value of imports over exporta; and taking the figures for 19:3, when the value of foreiga merchandise in parted oxceeded that of Chinese producs exported by 31 per coat, I was able to show that the sum of China's liabilities on the year's working, including payments for imports, loans an iniennities, and all other charges, was fully period, made up of the visible asset of produc covered by the assets available in the sam úxported and other isvaible assets for which imports had increased to 1 per cent..sud in the an estimate was given. Coming now to the aoinal balance of trade for balance of indebtedness, as it has bean botter red, we have the following statement on the basis of the trade of 1905:-
