OUR SAILOR GUESTS.
CIVILIAE POPULATION JOING IN WELCOME.
We are glad to lara, and the public will share the rejcising, that the entertainment of the Japanese and French naval visitors is not to be mely a cut-and-dried official affair. By this we intend no slight upon the arrangement made by the British naval and military authority to welcome their gallent friends; they have been and are, as our previous abounce- ments have shown, ou as handsome a scale as could be managed under unfavourable conditions. It so happens that the British navy is not so strongly represented as it often is, and the officers have not had the scope therefore th they would have likod, in order to retr the courtesias recently extended to them Saigon end in order to fitingly mark the honour of the first visit of the conquering Japanese horces since their brave deeds raised thom in the quiversal esteem.

The natives of South China are pure Chinese and therefore it is not unnatural that there should be many who cons) ire for the overthrow of the Mancha Government; If the fire of auti-foreign feeling is once kiudled and develope, it is most likely that a general conflagration would be started. Herein lies the danger of the present state of things in China, à must not be lightly overlooked. The Boxer trouble, though outwardly an enteome of anti- the conspiracies and intrigues foreign feeling, in the Court circles at Peking must said to be langely responsible for bringing about sub terribé consequences as then place. In the present instauve, however, is reason to doubt that any of the Chinese man darins are interested, That China, from the 4ociation of various causes, is in the throes of a political eruption can scarcely be doubted and, such being the case, it is not surprising that the Powers should regard the situation with considerable apprehesi a rod are making pre- parations to provide for buy emergency that may arise. Japan, unlike other Powers, finds horself in a rather peculiar and delicate position. From the fact that some people who have received their education in Japan are found among the agitators, the Japnee are consider- ed by sene foreigners as instigating the egita- tion. It would not. however, be difficult to disprove this. The position of Japan is such that in the case of a serious outbreak in China her trade would he greatly affected and sh would necessarily incur a large outlay of money in the suppression of the disturbance. therefore Lebores the Government to closely watch the progress of events in China and adept measures calcuated to maintain peac and order.
