In Chius the unexpected happens more frequently than in other parts of the world, as was exemplified by the Boxer trouble of 19, and while it is obriously the duty of the Chinese Government to provide for any emergency that may occur, it is just as well for the foreign Powers interested to aroid as much as possible anything likely to inflame the Chinese mind. There is no denying that the history of China's foreign intercourse has been a history of oppression and deprivation at the hands of "ous or other of the foreign Powers, and perhaps it is not unataral, under such circumstances, that the

But it would be very damaging to the interests of Chiris to embroil bors if with foreign countries, for if there was a recrudescoues of such trouble as that which took place in 1900, it would probably prove tho beginning of the downfall of the Chinese Empire. The Auti-formigu fever is the chronic disease of China, and it will ultimately kill her unless she is cured of the malady. At the same time it behoven the foreign Powers to refrain as much as possible from any action that is likely to bring on an attack of the malady. The report of the directors, with accounts, from January 1st, 1901. to December 31st, 1964, covering a period of four years, states that the directors regret that the great distance at which the operations of the syndicate are being carried on, and the complexity of the accounts in China render delay in propering the final accounts inoritable. The progress made in the construc tion of the railway and development of the colliories has been intimated to the shareholders from time to time, by circular letters from the board, under dates March 11th, and December 11, 1902, December 9th, 1903, and July 14th 1905.
