Rasi sand an Ambassador to Tokio, or only a Minister Plenipotentiary as heretofore? When Count Witte was in Portsmonth he had several conversations with Baren Komura and Mr. Takahira respecting the future relations of the two countries, and the accredited representa tires, who should maintain them. The Japanese Flonipotentiary then expressed the likado's dorial rank to St. Petersburg, and to haro a wish to despatol a representative of Ambassa Russian diplomatist of like rauk in Tokio. It is stated that half the amount

The cbject of this issue is the exchange or redemption of the for- sign bonds issued in May and November of last fear for £22,000,000, and bearing € per cont. interest.
In case of bi-per-cout bouds being exchanged for 4-per-osat, payment will be made of tin balanco in casb. The time and pries of the isane of the balance of £25,00,000 will be deter minst by the Minister fur Finues.
The contract for the new issue was signed on the 23rd iust and approved by the Emperor on the following day. The first issue of £25,000,000 for consolidation of the national debt was to be placed on the European market yesterday,

Owing to the Tsar's unexpected decision M. Bekhanetieff, who hoped to have his status definitely decided and his appointment confirmed, lift St. Petersburg without receiving a definite answer.
Thus the matter is still in abeyance. The Minister President, however, together with Count Lamsdorff, will doubtless solve the diffi- culty satisfactorily as soon as ho can attend to

THE WINE- CROP.
Messrs. Cutler, Palmer & Co, of London and India, send us as usual their report on this year's vintage. They say Nowhere are we able to report a really satisfactory result, owing more particulary to the extremes of weather both at and before the gathering of the gpes. The year cannot, wo think, be classed as a good "vintage" year. We subjoin special references to most of the wine growing countries.

Bordeaux. The flowering took plara muler excellent conditions, and influenced by a very favourable temperature, the vineyards showell a more beautiful appearanes than we have known for many years. Unfortunately, in the Autumn. a succession of rainy days impeded the gathering in, and affected the quality of the wine, which though sound and vary adeable, will be con- siderably behind the vintage of the previous year. "This vintage, which produced 2,000,000 logaheuds, bus developed in a must satisfactory manner, and may, indeed, be described as re. markable.
ment of simple Chargés d'Affaires would at the very ontset of the peaceful eta give an adverse fura to all the future relations between the two countries, and in view of the hamber nad importance of the outstanding questions feft op by the Peace Treaty might easily give rise to conficts of a serious nature. For that reason, therefore, thowerer, reluctant Russia may be to lead the way in recognising the now status of Japan, there is great hope that minor con- siderations of this nature will eventually sud speedily be sacrificed to the vast national and international interests which can best be served by the establish at and maintenance of good and neighbourly interccarse between the twe great peoples. If this conjecture, for which I have no official grounds whatever, should prove correct, Russia's Best Ambasador to Japan would still M. ASIATIC LANGUAGES.
The Prime Minister will shortly receive from those authorititive hotties, the Royal Asiatic and Central Asian Societies, an appeal which is certain to be accorded his sympatistic em sideration. For a considerably period they have been working together to devise some play to remove for this country the only too just Isproach that, despite her ownership of the grandest Asiatic Empire ever created by any Europeau nation, she remains terribly backward in facilities for teaching the languages spoken by her 500,000,000 of Indian subjects. That is the fact beyond controversy; as Dr Grierson the distinguished philologist, recully remarked, Anglo-Indian oflcers and civilians constantly acquire take furlough in Germany in order to Asiatic tongues not to be learned in England. To remedy this discreditable state of things, the Encinitas jointly propose the establishment in Laton of an Oriutat institution, equipped with thoroughly efficient staff of professors capable Satzar-Up to the end of May the vines.fres would have to be moderate, a state subsidy of imparting the requisite teaching. As the were backward and fears were entertained of a shot erop. Favourable weather, however, ensued, and a satisfactory yield has been obtained with math charge on the Indian revonus.
