Without knowledge of the Shanghai Tram- way Company, Limited, or of the terms and conditions upon which the proposed transfer is to be reade, the Council is unable to comply with your quest, even as a mat ́or of form.
I am directed to atuto that this refn-al is not dictated by any desire to act otherwise than in complete harisony with the tramway con creionaires and in accordance with all the conditions of the agreement, but you will under stand that the present regnest of your Loudon house is not rodily explicable to the Council, and that under the restane so other course remains but to await the receipt of the pros pectus and other information in respect to the company which is about to be formed and floated.-I am, gertlemen; your obedient servant.
