The limitations under which foreign trade in China must be conducted and the Chinese system of taxing importa form the subject of a recent report by one of the best known American Console in the Far East, Mr. Consul Anderson, of Amoy. Mr. Anderson writes in the belief that many American manufacturers interested in Chinese trade are not even aware that foreigners can only reside for trade and general purposes in the open or treaty ports, and that some of the largest and most important cities of the Empire are not open to foreigners at all.
