It is only a technicality that could be urged aginst Captain Rinder. The acceptano of his resignation from the Roy 1 Naval Reserva was delays and did not become offaptive until three days prior to the transfer of his allegiance to the American Government. But this lapas of time, small as it was, is declared by the United States attorneys to be satisfactory.
For sixteen or seventeen years Captain Rinder was running out of San Francisco. He married there, and his children wore sent to school there and in Seattle. Captain Einder took out his first papers years ago, and it was discovered, during the course of the anofficia! investigation the Great Northern Steamship Company inade, that Rinder's purpose of becom ing an American citizen was well established and thoroughly understood la San Francisco and in the White Star Line, which he formerly served.
