He explains among other things. how the Japanese were brought to make a tolle face" in respect to their demand for an indemnity.

M. Witte had noticed after his arrival in the Unitol States the suildon change which had come over American opinion in favour of Russia, and he took into account the advantage which he might derive from it in attaining the object that he had in view. In order to accentuate this movement of opinion ho resolved to yield vory quickly on all the demands of Japan which appeared tolhim just, so as eventually to place the negotiations on the role basis of the indemnity. He was then able to invoks the principles of humanity, and to leave Japen the responsibilty of shedding more blood for the question of money alone;

AMUSING ART CRITIQUE."

A Tasmanian paper recalls on amusing story of the visit of the late G. F. Watts, the famous artist, to that colony. The oditor of a local paper wanted a notice of one of Mr. Watta's pictures, and as he had no art critic on the staff, ho sent a brother of the brush-a house-painter! to describe it. The su'sequent notice was somewhat striking, and ran as follows:-

Mr. Geo. Watts, the famous artist, is to be congratulated on the substantial job he has just turned out. He has painted a picture of a lady on a horse, and it looks very pretty. The lady's face is picked out in flesh colours, with arms to match, and the delicate rese pink on the cheeks forms a nice contrast

Baron Kaneko immediately cabled to Japon. In dismay, the Mikado's Government made a "volto face." It was time.

"Indeed, on two separate occasions," added M. Witte, I was adrised by talegraph to be dens as soon as possible and to break off negotiations. The first time I replied res questing a short grace, in order not to appear to be noting hastily. On August 28, on the oro of the supreme sitting of the Conference, the second cablogram reached me. To this I replied: I have done with war this time. It is peace."

There are seven trees on one side of the horse PRINTING & BOOKBINDING and four on the other; this makes the picture look lopsided, but perhaps troes grow that way, The loaves of the trees are palated green, and the trunke drab, with aiones-coloured knobs.

The picture seems to have had several couts of the best oil and lead colours, and the paint has not been spared on the sky, which is v

#very thick and cloudy.

The picture is painted on canvas. There is a lot of auction in canvas, and the job could have been done sheaper if zine had been used instead.

Token altogether, and as the frame is gilded top sami-circle at the outside of its lower in a first-class manner, the artist deserves the semi-circle and two Star marks each on custom of anyone who goes in for that sort of one of its side right and left between the thing,
