COUNT TOLSTOY ON “A GREAT| SCIENTIFIO MISCELLANY.

INIQUITY."

The following letter appeared in the Time :- Sir,-As I am one of the individuals who, according to Count Tolstoy, are guilty of the great iniquity" of holding large estates fu land, which he considore rightfully belong to the people, and as I have had the ownership and entire management of my landed property for upwards of half a century, I trust that you will allow me a moderate space in four indispensable columns to reply to about soren columns, 1,400 linos, and more than 10,000 worde which this attack on the class of land owners contains,

Every candid person willingly and admitingly admits the sincerity and dininterestedness of Count Tolstoy, who, as a Russian landowner, EXPERTS. carries out his theories as for us he possibly can, and world fun complete them, as Mr. Stead ins shown, lag nu entice surrender of all his handed property. Like Heury IV of France, MANUFACTURERS, TUNERS he would wish that scary mum corld have e fowi in the pot for his dinner; and if, by the abolition of the present ownership of land, the permanent welfare of the whole population could be scoured, them. if I were still in Parliament, I would vote for such a compulsory measure just as I world have voted for the Act by which the Irish Louants are buying mut their landlords on very favourable terms with the assistance of a large contribution from the State. It is, however, absolutely and permanently impossible to carry out Count Tolstoy's sebene by which every man would have a right to use a portion of the land ou which he was born."-

Collections of raices are being made for various purposes. The phonograms of the British Musoum are designed to pesorve for future generations the voices of famous people of our time; hat the Vionan Academy of Scionoos is going further, and seeks phonograms of fouguages and dialects for the comparative study of languages. popular of Negroes and Malays, and so on. It is sending out special voice-hunting expeditions every year, and its agents are now scouring Austru Lusia, Bonmanis, Istria, and ather localities. Its latast plan is to phonograph: the voices of animals for scientific study,

and dividing this equally between the 2,375,000. Denis finds an increase in the suicides at individuals engage in agriculture, menfae Brussels up to July and August, the minimum tures, and commerce would give each of thera a patel of land worth ti 6. a year, whilst at only usually being in December.

hase it would cost £181,140, 00 yers purchase to buy out the landlorder and if all Ireland were thus equally divided among all those engaged in agriculture, commeren, and manufactured at the cost of the British taxpayer and the money were raised by loan at per cent, this would involve additional taxation to the extent of £-0885,500 of an annual subsidy to Ireland.

I will sugos, however, that all the estates in hand. in Treiand wore ccnfiscated; the 16,000 parsons who now he'd land worth on an arbrage more than £10 an acrs of yearly rout world the jave to: fve up more than flf their lead to the 589,000 individuals who have no land, whilst the average tanant in Ireland has the greatest diffioulty in supporting his family on the holding which he now possesses, and could not live ou less than half its present extent.

Again. how are the 1,389,0 additional indivi duals to be housed on the land? The Duke of Devonshire states that he has been numble to put up cottages under the regulations of the county councils under £300 per enttogo; and this would come to 2418,700,400, whist cho farm buildings gs, roads, drains, ditches, Ke, would bring the lofal east to about £1,000,900,000. It should be borne in mind that probably more than £100,000,000 of the valna of Irish land belongs to anortgagees. many of them widows and children and annui. tants and inchading family provisions. The capital invested in agriesitare in Ireland is £91,090,00, of which 1280,001,901 is in land, 259,000,000 in cattle, and £6,000,000 in suburins.

If the avenge farmer's holding is diminished by more than half, hess than half the existing farmer's capital would be raquired by them, and the 1,389,000 supposed now occupiers of what, according to Count Tolstoy, would be their own land would bave to find £143000,000 of capital to work the land, and would besides require a sufficient sum to faruish their bousos and to support their families for a year until a crop was produced.

Supposing, however, that all these insuperable

difficulties wore overcome and every mn. woman, and child in the United Kingdom work

or

plus in the irinal state which Count Tolstoy suggests; there is an actatal yearly increase of population in the United Kingdom of 108 per 10,000 after deducting the loss by smigration, 410,800 yar, being 4-109,600 în ten years; how is this additional number to be providou with

land, houses, farm buildings, capital, and sustenance without an anenal abridgment of the land occupied by each tenant? It is not likely that many of thosa engaged in sommerce and manufactures would consut to go up pemupy in Ireland a £4 Ga holding. even if the

To show one of the results of the enormous number of peasant propristors in Frases I will quote the following table from Mulhal, which speaks volumes for itselt.

The new iren process of Bosshardt, a Ge, man engineer converts serop wrought iron into mallonble iron or steel at one operation. The process makes it possible to cast various articles and parts of machinery that hitherto have had to be forged at great cost, and an Im- portant advantage is the delivery within a fos hours instead of the wait of one to three weeks for converting cast-iron articles into malleable iron. Furunces are already in operation in Germany, Holland, France and Hungary.

The old rain-ganga, or pluviomater, showed only the total rainfall in a given time.. The newer instruments trace the variations in rats, and with such an apparatus, Golonkamp, a withit, the last ten years that prove the course Goran autourologist, has obtained diagrama

In filo grinding, speels vary from 2,500 to 4,500 feet per minute; and in seven breskages of stones of about 4 to 5 feet in diameter, lin periphery sponds ranged from 2,543 to 4526 the tonsile strength of a stone from 40 to 50 font. The problem of a puncture-proof tire for wheels still attracts attention. A poenmatic tire protected by a steal rim is one recent solu tion offered, and Mr. D. The wheel has on its periphery a solid rabber tire, and this impinges upon a movable cushion rasting on the inflated eoshion.
