Tho Armand Belie, with the Fronch mail of the 7th July, leaves Saigon to-day, the 4th inst., at 3 p.m., and may be exported here on or about Monday, the 7th inst., at noon. This packot brings replies to letters despatched from Hongkong on the June 3rd,
