Dr. Morrison says that "roforms already affected are remarkable and an unmixed benefit to the people. One would suppose that the Timer would be interested in publishing a list of these remarkable reforms-at least a list of thom, even if there be qa particulars given. But Dr. Morrison does not give a single reform already effected, not one. He has much to say railway is not a about the railway, but o reform. We admire it as much as anyone, but we see in it a business proposition carried out solely for the benefit of the Japanese. It must. ine.dentally, be of great advantage to tho Koreans along the route, hat we cannot include it in any list of reforms. Near the end of his communication Dr. Borrison dos apsak of sou genuine reforms. He says the reform in cuiriey will begin on July 1st, that the Japanese Bunk will reorganise the currency, collect the lugs tax, and will handle all State finance. It is all in the fature tanse, and these prospective reforms cannot be pat in the list of those remarkable ones which have already been effected.

We are told that there is a great contrast between the policing of the Korean railway and that of the Russians in Manchuria, "where the people wore sat at enmity by the harsh treatment that they sufferod." The most astonishing staterent maile by the correspondent of the Times is that "the Koreau police have been suspended and a Japaness gendarmerie has undertaken since Jannary the maintence of order in Seoul and the surround ing country." To our certain knowledge there has never been a day that the Koroan polic www suspended. They are in evidence every where in Scoal and its vicinity, aud De Morrison could not have walked two bundred yards along any thoroughfare in this city with out passing the little sentry-boxes where they are stationed.
We do not think the extremely one-sided view presented by Dr. Morrison is accurate, nor will it do Japan any real good. The latter have acquired certain rights in Korea which all are bound to respect. Bailroad building is a thing of national and international importance, and the impulso given to the development of the praiseworthy but that, connected with this airy's resources and industries is wholly work, there should be no mistakes no practices that are questionable is hardly to be expected.
