Pokotiloff informed Na-tung that officials in connection with the pesen question. apon the conclusion of peace with Japan, Russian troops would be withiliawn. Manoharia and the lease of the Kwantung Peninsula would be returned to China. The Russian Minister suggested that the question of the disposal of Kwantung might be settled between Japan and Chine, but the Eastern Obiness Railway, having been constructed jointly by China and Russia, would never be coded to Japan. The railway was necessary for checking the expansion of Japan, and China' should not remain silent on the question of
