Miss Palmer says.In my case, constipation led to a stoupage of the bowels. I could not take nourislunent, and consequently grow too fouble to work. Having taken to my bed, I got weaker and weaker. THE RESTORATION OF THE RUSSIAN NAVY.

The first part of the building programs now being carried out in the hope of restoring the Russiate Nary has just besi published, The report says that in addition to twenty now warships already in course of construction, there are thirty-one torpedo bout, and ten cost- defence cutter. Russian critics see a very weak point in the programme in the fact that. so far, na mention has bern made of ironclails, especially as the present war has showr clearly that ironclads play the most decisive part in a naval combat, However, these details will be forthcoming soon, and so much of the programme as has to published is of no little

interest.

The feat that the Japanese Army and Navy authorities have seen tit to change the diet of the soldiers and sailors, bringing it very close to na imita- tion of that which is considered the most sanitary regimen for sugh eu in Europe and America. in order to lessen the prevalence of the scourge kakke, is strong argument against | 872) the theory advanced by Mr. Hancock, whose stadies of the diet of the Japanese, under the guidance of "competent friends," daring his long residenco in Janu must have been of a very peculiar kind if he found an apple or a raw tomato, with a handful of cold, hardboiled ico, to be a suficient ment for a stout eval. passer at Nagasaki.

Of the thirty-one new torpedo-boats, only two are to haro a displacement of 297 tons: the others will have a displacement of 350 tons, and their speed will not be less than 99 knots; these craft will be rather torpedo-boat destroyers. Although in the opinion of Russian val eritics the present war has diminished the importance of the part played by torpedo-boats, yet the need of them in overy squadron is out of the question. In the same way the goat uso that can be made of gunboats was shown in the engagements on the Yalu river and off Kin chaut. The ten small river gunboats, each of 183 tons, are intended clearly for use on the Amar River, for the Amur is bound to play a very important part in the rear fature as the frontier, and probably the eastern limit of Russia's sway in the Far East. The two mining-oraisers are to be an addition to the eighteen vessels of this type now being inilt by the pricate contributious which have been made by the Russian people. Finally, the top coast. defence entters will be numbered 1 to 10, and 'each will be of 35 toas. All these units, now in course of construction, were entered on this Navy List on April 10 by order of the Czar Globe.

Let not be undorstood as belittling jutjuin 20. It is an admirable thing, and Japanese boys who are trained in it derire all the benefit that comes from developing muscles, and at the same time the far greater good of learsing how to control their temper; but the same things may be said of gymuastion, boxing, wrestling, end fencing. In other words, there are several systems of physical culture that will provide a means of self-defence when an ozco-s is wanted, although neally that excuse is apliberately and aggressively made, for resorting to bruts force. Lord Lansdowne went on to say that the Alliance has been a poteut instromeki for main. taining peace, and if qible the Agreement should be so modified as not only to prevent the spread of the contegration when it had begun, but to prevent the conflagration altogether. All true lovers of peace, he thought, would welcome a modification on these lines.

Turning to France, Lord Lansdowne Baid there never was a moment when good relations with France were more firmly baged than st present. If the inner history of the anxious months lately passed worn ever to be written, it would show that the good understanding between Great Britain and France had greatly mitigated the friction and trouble inevitable during the progress of a great war.

"The Alliance with Japan and the Agres. mont with France," concluded the Foreign Soorotary, "hare alike no selfish or aggressive purpose. Our sole object has been to socORG peace and restrict the evils of war.”
