THE RESTORATION OF THE RUSSIAN NAVY.
The first part of the building programs now being carried out in the hope of restoring the Russiate Nary has just besi published, The report says that in addition to twenty now warships already in course of construction, there are thirty-one torpedo bout, and ten cost- defence cutter. Russian critics see a very weak point in the programme in the fact that. so far, na mention has bern made of ironclails, especially as the present war has showr clearly that ironclads play the most decisive part in a naval combat, However, these details will be forthcoming soon, and so much of the programme as has to published is of no little
interest.

The two mining-oraisers are to be an addition to the eighteen vessels of this type now being inilt by the pricate contributious which have been made by the Russian people. Finally, the top coast. defence entters will be numbered 1 to 10, and 'each will be of 35 toas. All these units, now in course of construction, were entered on this Navy List on April 10 by order of the Czar Globe.
