We do not suggest that British shipping companies who bring about or engage in these freight wors, which operate to the serious detri- mat of British trade, pay no regard to the wider trade interests of this country. But the anagers naturally first consider the interests of their own companies, and as their operations are subjost to no control comparable to that exercised over railway companies, the British manufacturer is epoodily forgotten in the heat of conflict. When the serious results to the country of their preferential rates to foreigners aro pointed out, they always reply that the effect of the war is deeply regretted, and that it is only of temporary duration. One is further assured that presently peace will end the preferential system. But the un fortunate British manufacturer, penalized often by his own shipping companies, can derive little consolation from these sysurances. As soon as peace is made in one shipping trade, war breaks out in another, and we liave the whole preferential story over again. position of British shipping companies is, of course, very dificult.
