OPENING OF THE NEW

SAILORS INSTITUTE.

The opening ceremony in connection with the New Sailors' Institute, 72 and 79 Prays East, was performed by His Excellency the Governor, Sir Matthew Nathan, yesterday afternoon. Amongst those present were Sir H..S. and Lady, Berkeley, Admiral Chrzno- Howe, Hon. Captain Barnes-Lawrence, E N., Hen. Dr. Clark, Mr. H. E. Pollock, K.C., Roy, J. H. Franes, blr. and Mrs G. H. United Kingdom imports show an increase in 1904 of £8,013,100 over 1908, while in exports the improvement is only £1,018,010, a total in- orease of £9,031,000,

In Germany, on the other hand, the improve- went in importa ronchod £1,415,000, and in ex- porte £7,808,000, a total increase of £22,308,000. The United States had a bad year. While her imports increased by £8,419,000, exports declined by £6,646,000, har total increase of trade being only £1,773,000.

A MINISTRY OF COMMERCE BILL.

A bill, which has for its object the creation of a Ministry of Commerce and Industry, is insted. It provides that the new Minister shall have an annual salary of £5,000, and be assisted by a permanent conncil of experte, representing various trades and industries, elected for five yours. Part of the powers and duties of the Board of Trade, the Local Government Board, the Home Office, and the Board of Agriculture

are to be transferred to the now Ministry, which

undertake the collection and publication of statistics and informatien rolating to trade and commerce, and may alan establish a department of manufactures to foster and develop manufac turing interests. Fower is also given to establish

4 department to investigate the management of corporations, joint, fook companies, etc, also a department dealing with commercial treaties and tariffs, and another dealing with commercial missions and foreign agents. Such foreign agents may be appointed, and trained if necessary, to represent the Ministry in any foreign country, colony. or dependency. This bill is a private member's bill, and Las been presented by Mr. Louis Sinclair, and is supported by Sir Albert Rollit, Sir Joseph Lawrence, Sir Christopher Furness, Six F. Flannery, Bir William Temlinson, and Mr. J. S. Randles-Fall Mall.
