THE FAILIPPINES.

Bra,--No one who han roided in the Philip. pinon for any length of time, and has studied intelligently the conditions that prevail in the Archipelago, oun fuil to disagree with many of Mr. Alleyne Iroland's conclasious on qotions affecting the Islands, and especially with his assertion that the Filipino is no botter enaterial for representative government than the Baruan, Malay or the Negro.
The fact that during the perical intervening between the landing of Aguinaldo at. Maxils and Lhe outbreak of utilities between the Aurricans and the Filipinos, a representativa government had been established by the Filipino leader with the unanimous consent of his countrymen, that peace, order und good government prevailed in all the regions over which his administration exercised control, is a subcient refutation of
Mr. Ireland's costoution.

It is not my province to criticise the note of the American Government, nor to examine the causes of the apparent failure of the United

Nor can I agres with him that the present state of affairs would be improved if America were to profit by the experience of other colonising power, and slavishly adopt their mo'beds. Conditions that oxist in other tropical enuntries may be entirely different from those that obtain in the Islanda, and measures that are salutary in one may not is applicable in the other. In one respoct' America has benofited by the experionco of a colonising nation She has avoided the fatal mistakes that cost Spain her fairest passious, und has learned that tyranny and oppression are fraitful of disaster.
In conclusion, so far from differing from the policy of the Caited States in spending susan upon the education of the people, I sm of opinion that it is the only policy that will qualify the Filipinos toussume the direction of their own affairs according to American standards, thus paving the way for permanent peace in those lovely but unfortunate Islands,~~Yours, etc;
