Mr. Rumjohn minnted :-Upon what ground have the Medical Officers of Health based the standard of open space in the rear, required in fathra before modification would be recom. monded by them for similar applientions ?

The Registrar General minuted: --If the Board adopts the recommendation of the M.O.H. it should show this is a special case, and why tho modification is uncentsy.

The PRESIDENT mored that the application be granted.

Mr. RUMJAN Souted the motion. If the exterior wall at the wear cor'd be taken down it would not only give external air but rontilate and light the promises to a much greater extent. Posibly the Government, which has something lito $200,000 at aside might be approached with a view to compensat ing owners of property to toe suck walls down,

Hon Mr.JONES: The amount on the estimates is intended for special cases wherein te Govern. ment is obliged to give compensation secording

to the Ordinance.

Mr. RUMJARN: This is a spac's care, and in a case like this, compensation would be allawod in England.

Kon. Mr. BREWIN: The Medical Officer of Health had much to do with the drafting of

this Ordinanc, and might be able to tell us what the draftsmen had in their minds when they used the phraseology "special casea." I should like to hear whether he considers this special ease.

Dr. CLARK: The idea was that thero might possibly bo certain dwellings in which the wording of clause one could not be carried out. I do not think this is a special ense, but I recommended that the same regula tion apply to these houses as applies to the

houses next door.

Hon. Mr. Browin: That is the reading I gave to the clauss, and having heard his opinion we might wak him to put in writing his inter- pretation of this section for guidance.

The returns of tonnage of ships docked or repaired during the past half year, te cojured with the previous six months, shows, as was foroshidowed in the last report, a considerable falling off, totalling a decrease of 58,513 tons, and I fear I cannot hold out much hope of improvement in this respect, so long as tho present war between Eussia and Japan continues. The wiring and

We may shortly expect delivery of extra cranes for the Engine.Works and other tools' and we intend to extend the electric drive to the Sawmill. We have also in view the extension of the Boiler Shop at Kowloon, entailing the acquisition of additional machinery. Improve outs are also necessary to both the Cosmopoli. top and Aberdeen Docks to bring them properly into line with present day requirements, but these I am pleased to say are not of a costly nature. I am glad to say that we nornmonoa this year satisfactorily.
