MANCHESTER OPINIONS The Trade and Marchandias Marks Com- mittee of the Manchester Chamber of Commerce reported that they had passed the following resolution: "This committea, having carefully considered the translation of the Chinese Provisional Regulations appertaining to the reg.stration of trade marks in Chins, sont by the Sha ghai Chamber of Commerce to the Manchester Chamber, cannot but express its opinion that many of them regulations will provs detrimental to the users of trade marks in China. That in view of the fact that these regulations are to be subject to revision when a code governing trade marks has bou compiled, at some future date, this committes would impress upon the board of directors "the ad- HAVE YOU THOUGHT OF YOUR visability of having the fundamental principles, at least, of such code clearly set forth as the outset, or much time will be wasted, and friction and litigation engendered, by the Chinese Government proceeding to registration under these provisional regulations in their present form. While this is a most useful provi ston. the attention of the board is called to the fact that there is in the B list of the cotton classes in the British Register of Trade Marks a large and most valuable class of old marks in use prior to the passing of ine British Pateuts and Trade Marks Act of the 18th August, 1875. which marks have secured a quasi- registration in the British list, and this com mittee desires that a corresponding treatment of such marks should be recomended to the consideration of the Chinese Administration. Apparently the Board of Commerce will be the cutrolling authoring for the administration, ander the cods and regulations but as it is. provided that the Custom Houses at Shanghai and Tintain will be creatal bench offices of registry, this committee infers that, as most of the goods bearing trade marks will be of non- Chinese origin, the control of such trade marks would be in the hands of the Department of Maritime Castems, under which department the goods will come at the port of ontry.

The other figures, as a whole, show a thoroughly healthy situation, liabilities. other than these due to the war, being within a moderate compass, while resources are increased.

RUSSIAN ARMY TRANSPORT.

The Odesek Listok publishes the following with regard to the transport of the 8th Army Corps. from the Odessa uilitary district to Manchuria the transport began on October. 1 with the 12th Battalion of Sappers. The average time allowed for the journey to Kaarbin including days of test and sojourn on the way. is about 37 days. Thus the 56th Regiment of Infantry, which left Tiraspol on October 10, is expected to arrive at Kharbin on November 16. The distance between these two places is 8,400 vorsts, or about 5,600 miles, so that the average rate of progress reckoned on is about 63 miles an hour. This is including stoppages of various kinds, and how many days is allowed for them 127

The Russian baggage train is much more considerable than that of other European armies, and 28 railway trains are allowed for the baggage train of a division of infantry- namely, four for that of the stuff and auxiliary service and six for that of each regiment. The number of military milway trains despatched daily is geven, but on the portion of the railway round Lake Bailkal only fire of these can pass; to other two have to be taken across Lake Baikal. This can easily be done when the water is free from ice, or when the ice is not too thick for the icebreakers to get through. which generally they cannot do for only a short time in the year, between the end of November and the middle of December.
