The speech of the pean ion was made by Mr. by the Viceroy of Szechuan to the St. Louis Tsu Yo-key S3, the special eotumissioner sent -Exposition, who has just returned from-America- and was passing through Shanghai en route to Szechuan.

Mr. Tsu said that surely to old not go as far as St Louis without going also to visit his Alma Mater, Yale University. Ilo bad a splendid time at New Haven and everywhere mot with the cordial reception. which Yale knows how to give to her sons from beyond the sous. Ho witnessed the football practice at the new Yale field out on Chapel St. and took a row on the well-known Lake Whitney and revisited the celebrated East Rock, with its fine view of the eity and harbour. The new baildings reflected great credit on the University nut the many changes were remarkable. It was surprising how one met Yale men, wherever one travelled. On the train going from New York to St. Louis, for isstuucu, one would say, "Well. I am Yale 83" and the reply would be "I am Fula '89" or "Yale 9)," as the case might be, and immolia- taly they would shake hands and be deep in con versation about Yale matters, as if they had known each other for years. At St. Louis he saw Mr. Wong Kai-ksh and his secretary, and also saw the fine exhibit sent from China. The interesting things that one could see at the Fair were almost limitless in extent. He had returned to China after a most interesting visit to the land where he was educated and with the

ROYAL PIANOS renewal of many old friendships.

Carried The subject of the regulations for the admission of Chidere students into the United States was taken up. The secretary reported that the Resolutions, as proposed at the last meeting of the Association, had been drawn up and sent with a letter to the President of the United States as well as to Secretary Hay, Secretary CASH OR CREDIT Taft, and ether members of the Catinet, and to President Hadley and others. These documents called attention to the many irksome conditions

HOW NEWCHWANG CHANGED HANDS.

A Nowchwang resident wrote:-As everyone forosaw, it was a time of considerable danger for the whole European colony. In spite of our repeated applications for a British ganboat, the British Government left us altogether in the lurch, it was touch-and-go that were not all murdered and the town destroyed

The Russians, who cleared out at six am.. bad given the Chiness carte blanche to loot and destroy everything they had left and by eight o'clock the stores were in a blaze, and the short time before the rest of the Earopean stations wrecked. That it would be only a se tlement was in danger was perfectly evident, and as no means of resistance was available, the fate of its innobitants at the hands of a riotous mb, whose worst passions had been ist loose, can easily bo imagined.

To the energy and doeision of one mau, the saving of the tuation is largely due, Four. Japanese cavalry outs entered the town. They were unaware that the Bussius had actually gone, and had simply pushed on to reconnoître. No one bat a single English lady could speak Japanese. But by this means, Mr. Harry Bush, of the well-known firm of Bush and Sone, grasping the situation, mado himself with one of the scouts, rode out, at couderable anilerstood to the louder of the party, and, with personal risk, to the Japanese casap, where he

the supply of labour has been quite inadequate LABOUR-For the greater part of the season to the requirements of the estate, with the re salt that the cultivation has suffered from tho want of salicient attention, and it has besa found impossible to extend the area under cau at Klompong to correspond with the capacity about 1.20 orlongs as against 377 already of the plant, which is capable of dealing with planted for next season. The difficulty is one which has been experienced in a 200re or less degree by all the sugar estates and is dus chiafly to the extensies Government works in progress, and to the failure on the part of the Government to import sufficient coolies for these works, the Government contractors avoiding the inital expense by offering higher wages to time-expired coolies on the varions estates. The Company has imported dur ing the season 755 new coolies at a of $39,000; 635 of these arrived on the estate during the last four months of the season under two and three years' contracts, and a proportion of the coast of importation has next year's account. The latest reports state therefore been carried forward as a charge on

that the supply of labour is now ample.

RUBBER PLANTATION.-The reports with satisfactory. The manager expects to be able to start topping about 1,000 trees--next year. About 27,000 trees have been planted out and are doing well. About 1500 will be ready for tapping in the year 1907.
