It was reported that the Hon. Colonial 8.ero "tary had kindly placed at the disposal of the Chamber copies of telegrams received from H.B.M. Consal-General, Shanghai, and the cretary to the Government of India, advising the withdrawal of quarantine restrictions against Hongkong on the 17th and 30th September respectively." WEIGHTS AND MEASURES (METRIC SYSTEM) Correspondence was read from the Decimal Association explaining the progress made in the Home Parliament with regard to the Weights and Measures Bill, and asking for It was decided, as the monetary assistanos. Chamber had supported the introduction of such a system for tue Empire in 1902, to send a donation of £10 to the Association's Parlia mentary Campaign Fund.

A London paper received by the latest musil contains the following-A theory of the North Sea outrage is now heginning to provail-in British naval circles, the acceptance of which -would tend to clear up many points of difference. The main difficulty from the first has beau to discover how Admiral Rozhdestvensky arrived nt the conclusion that there were two foreign torpedo-boats among the Hul trawlers, and whence he derived the impression. It soems that. the Russian feet, when nearing the fishing floot, was proceeding in somewhat loose formation, and the admiral accordingly signalled to his vessels "Column of Division line" ahead," or, in other words, to form two parallel lines. Quite Russian Navy, and this may account for mach that happened. In the British Navy, when s new signal is introduced, it is practised and re- practised for weeks at a time until the new na assumed the familiarity of the old. With the Baltic Fleet, nawly formed as it was, a new signal may easily have been misunderstood, and the belief obtains that the two rearmost vessels of the port line of ships, misreading a signal, cro-sed over, and got on the surboard side of the starboard line. Moving quickly thy eroit- id alarm, und so attracted the fire of their own consorts. Then, perceiving their mistak the two errant vessels, it is thought, hastened to go back to their proper stations, occasioning the impression that they were fitting backwards they were hostile ships. THE NORTH SEA OUTRAGE.

THE RUSSIAN ADMIRAL'S REPORTS. The Hassian Naval General Staff at St. Petersburg last month published the two following talegrams from the Admiral com- manding the Becond Squadron of the Pacific Flest, Aide-de-Camp-General De Rozhdest vensky :-

Tat. The incident of the North Sea was provoked by two torpedo-boats, which, without showing any lights, under cover of darkness, advanced to attack the vessel steaming at the head of the detachment. When the detachment bagnu to sweep th sea with its searchlights and opened fire the pi sence was also discovered of several small steam vessels, resembling small steam fishing-boats. The detachment en- deavoured to spare these boats, and c-ased fire as soon as the torpedo-boats were out of sight.
