If Australiaus want a charming trip they cannot do better than make a round trip of Java, There they will see mountains 12,00ft high, active vol- canoes, Baddhist temples 1,000 years old, and evidences of the old barbario splendoar, which must have been gorgeous in the time when Jaye was divided into three kingdoms, each fighting the other. Batavia, the present capital, is one of the most charming places that a person can visit. The Weltevreden, the best suburb of Batavia, is a beautiful place. Its steps are liko palaces, and the hotels, huge and comfort- able establishments, are almost hidden in luxuriant gardens, The Museum is filled with native weapons of war and torture from the Fast Indies, and they are mest barbaric in their terrible ingenuity. They could not have been surpassed in the dark days of the Spanish inquisition. The King's Square in Batavia is the largest in the world. Truly I have never soon anything to approach it. It is a placu one would love to live in and regret to ever leave The Dutch people are most courteous and kind to strangers in overy way. As regards the commercial side of the country it is rich aml prosperous.

Having full confidence in the honourable observance of neutrality by our friends auross the Channel, it is to be hoped, and wo trust may be assumed, that the above reports are inexact, and that the authorities at Cherbourg will not permit any coaling or shipment of other supplies to take place within their territorial wa'ers. Were it otherwise, I apprehend that u prozedent of some danger to the poice of the world would be made, and that this assistance, afforded to a belligerent for the purpose of facilitating hostile acts against a nation with which France is at peace, might similarly be, granted at Brest, Bizerta. Fibatil, and other French ports en route to the China Seas. It is endless to say that the use of a neutral port for coaling a belligerent ship on her way to the scene of action is assistance of the highest valno, and that, as such, it is prohibited by interna tional law, no supplies or repairs at a neutral park being legit mate, except such as may be vreessary for the purp of enabling the telligerent ship to proceed to her nearest rational port.

It possibly may be argued that a ne'mal intending to give si uil assistance to both belligerents might do so without breach of I was amazed to see the vast quantity of neutrality. Such assistance to Japanese war- machinery employed in connection with the ships i European wa era is obviously not now sugar industry. At one place I visited they in question. But wer it otherwise-if ships crush 500 tons of cane a day, and they intend of both belligerents could he served alike- doulding their crushing power. Java last year, that cost ation would not hold water, produced eight million pounds' worth of sugar.

The conduct to be observed by a neutral nation and, in addition to providing herself with is stated by Vattal (and I believe essented to by almost everything the people want, has an

I may add that the way the Dutch handle the natives seems to realise everything that could be desired in that There is no tyranny, the native is free to do as he likes, the people fortunately do not care gate in big towns, but profor their small villages, and everybody seems happy and contented. The railways are rua cheaply and economically, and, as they are all paid for, travelling is compara 26tively cheap. Other oolonising nations might well take an example from sucd places as Jara."
