for vessels using the CHINESE ENGINEERING & MINING

COMPANY'S PREMISES.

1 Vessels to be placed and remain alongside the Wharf at their own risk and expense.

2. The C. E. & M. Co. do not guarantee berth, and vessels will take their turn to load or discharge if the wharf accommodation is occupied on arrival, preference in all cases being given to versele owned or chartered by them.

3. Outside anchor to be taken inboard as soon as the vessel is barthed.

4. Every assistance will be given to vessels coming alongside or leaving, but the C. E. & M. Co. will not be responsible for the mooring of the versel,

5. All damage done by vessals coming to, or while at, or when feaving the wharf, to be made good at ship's expenso.

6. Tassela must leave the wharf or shift from one berth to another immediately on being requested to do so by the Port Superintendent. 7. All labour for loading or discharging cargo must be supplied by the C. E, & M. Co.

8. The vessel's discharge to commence as soon as possible after she is moored alongside, and to be continued from sunrise to sunset (weather permitting) cach day until completed. Vessels to discharge at night and on Sundays if requested to do so by the Port Superintendent. Any stoppage or detention on the part of the ship will subject her to an additional charge of Taals 40, for the first day or part thereof, and Taels 60, for every cabsequent day that she is so detained, over and above the tariff rate for whartago.

9. Vessels will be required to leave the wharf immediately after loading or discharging is completed.

10. Vessele will be held responsible for all charges due to the wharf.

11. Ashes or other refuso must not be thrown overboard alongside the piers. On application to the Port Superintendent arrangements will be made for the removal of sach refuse at Ship's expense.

12. Masters of vessels will be expected to conform to the rules which may be from time to time issued for the proper management of

Consul (Mr. Playfair) sent a despatch to the Changsha Taotai, who retorted by calling on Mr. Bennertz to remove his hong signboard from the city within eight days. On referring this demand to the Consul, Mr. Dennertz was advised to comply under protest, which he did by leaving it to the Chinese officials to come

On the 29th of August Mr. Playfair had communicated with the British Commercial Attache at Shanghai, Mr. J. W. Jamieson, who in turn referred the insiter to the Minister at Peking. The reply received was that the British Minister had warned the Bareau of Foreign Affairs at Peking that these regula. tione and restrictions on trade at Changsha wero, in the absence of the assent of the Powers, not binding on British merchants The letter further assured Mr. Bonnerte that. he was fully at liberty to open business pre- misos and display his long-board in the city of Changsha, Mr. Jamieson said he was writing to the Taotai to this effect, and if he, or the Commissioner of Customs, or the police mide any at'ompt to remove the signboard or to seal up the premises, Mr. Bennartz was requested to let him know,

In spite of this strongly worded leilor pre- clamations were subsequently issued by the five Taotais of Changsha, and sealed with three. official seals, to the effect that foreign morahante were not to be allowed to live within or de business in the native city, and calling on the officials to report any foreigners they found so trading to the authorities. Handbills were also distributed to the same effect. Mr. Beumertz reported to Mr. Everard Fraser, who has now returned to his consulate at Iankow, and repre sentations are being made on the subject to the Chinese. The matter is one that affects all foreigners in China, but it is perhaps worth noting that two Germans are residing and trading

in Changsha city, and there seems therefore to be some discrimination exercised by the local magnates.

In connection with this question Mr. Bon- nerts is also testing another point of importance to foreigners. This is the right of foreign employees of Chinese firms to reside in non- treaty ports, or of foreigners to visit their Chinese agents at non-trouty ports. In August he visited the non-treaty port of Changtel there to establish a foreign agency for a Chinese
