HONGKONG. SANITARY

BOARD.

A meeting of the Sanitary Board was held yesterday afternoon in the Board Room. Dr. J. M. Alkius presided, and there were also present Hon. A. W. Browin, Mr. E. A. Howott, Mr. A. Rumjahu, Dr. P. Barnett Mr. Lau Chu Fak, Mr. Fung Wa Chun, Hon. P. N. H. Jones, Col. W. F. Wobb, Mr. H. E. Pollock, Dr. Macfarlane, and M., T. H. Handler (secretary);

The mizutes of the last meeting wore con- Airmed.

MINUTE BY DR. BARNETT. Dr. Barnett in a minute recommended that s

urinal be placed at the junction of Peak and Albany Roads. Complaints had been received of a bad smell in the neighbourhood. A number of coolies congregated in the locality. He ha consulted, with Dr. Pearse, and they both agreed that it would be wall to build an ironi stall urinal. He did not think any nuisance would be caused if there was a constant flow of water, sud if a few shrubs were planted round such a structure in the open space at the junction. The Director of Public Works was of opinion that no constant supply could be obtained from a nullah. Le maggostad that the place be

the dry season.

The Indian Government is further urged to consider the possibility of some form of finan cial assistance to the native cultivators on the security of their crops, as in Egypt and the United States, and as in the case with indigo and tea planters in India, so as to ensure that a reasonable interest is charged, and that better profits accrue to the farmers than hitherto. Confidence is expressed that all these measures would ultimately prove to bo self-supporting. As an instance of what can be done, it is pointed out that in the first eight months of this year 1 ancashire spinners have used 02,000 bales of East India catton, as compared with 8,000 bales during the corresponding period in the year
