Under these circumstances a steamer should pass that neighbourhood at as slow a speed as possible.
When a red flag is shown from a barrier or from a boat in the neighbourhood of a barrier it will indicate that a vessel must not, so long as that fag is flying attempt to pass the barrier. This latter is an emergency signal to meet possible contingencies.
