THE struggle now going on between the modem DAVID and GOLIATH-the Japanese and the Russians--pretty nearly absorbs all public attention, and matters that formerly would have proved of great and general interest to the Far East now receive but the most casual glance. The doings of the Chinese Government, the changes in its the tendency nf its policy, provokes but scanty consideration nowadays. Even the acts of Her Imperia! Majesty the EMPRENS DOWAGER, whose lightest werd at one tire received notice, now meet with little regard. The grim tragedy of war fills the stage, and other events or eircumstances catch only the most fleeting interest of the house. There was a time when any matter relating to LI HUNG-CHANG, the great Viceroy, who ona practically guided the destinies of the Celestial Empire, would have claimed a first place in the attention of the students of Far Eastern politics. The so-called Bismarck of China is dead, certainly, but there should still be some of the glamour which once hung round his presence and fame. No successor to Li has yet arisen, and though his abilities were greatly overrated in his lifetime, it cannot be denied that he was, when filling the post of Viceroy of Chihli, the central figure in Chinese politics. That he did not merit the confidence reposed in him by many European Governments is now well known, and it is equally matter of notoriety that he no more deserved the trust of his own countrymen. A career that might have been respected, if not really grent, was badly marred by the grasping
a fellow feeling made him wondrous kind. The Chinese populace know how to appre ciate purity of administration, though they never think of following a good example in this respect, and though they expect only moderation in the gentle art of squeezing" from their officials, there is a point to which they will not submit in silence if they do not openly rebel.
