connexion with Bills of this character was that whatorer restrictions were applied to British. ships should be made to extend to fore'gu ships coming into our ports.. Much of the legislation dealing with the shipping in lastry was out of A. date. It was passed when the conditions were entirely different from those which existed to. day, and those who were connected with the industry felt that something should be don not only to bring that legislation up to date, but also to unable British shipowners to compoto with those of other nations ou exactly the same terms. The kindly Press criticisms, both Continental and American, that the production of this Magazine has evoked is eloquent testimony of the sterling merit of the publication.
The cause of the decrease in the number of British seamen und firemen was not far to seek For deck duties in steam vessels fow qualiüed seamen were required. In the stokehold the work was not attractive to the best class of pa working people. Beard schools created a taste for other forms of employment. On trade rentes more suitable white men continued to be employed. The quality of British crows depended to a large extent on the rate of wages, High pay attracted good men. They could not £x wagos hy legislation. Bat the numbers of our naval reserve should be largely increased and thoroughly trained, Wo should have on our master-rolls, as the French had, not less than 100,000 men. The reininors and the pay when uuder retaining would sopplement the wages which shipowners, under the pressure of severe competition, were able to give. Such a policy would make our een service more attrac tive. The cost could be covered by arresting the growth, and by gradually reducing the numbers of the permanent force of the Navy to not exceeding 100,000 men.
