The San Francisco Chronicle comments on the above Bill as follows:-The House of Repre sentatives has passed the Bill making commerce between this country and the Philippines “ensatwing " attor July 1, 1986, 10 that after that date freight and passengers out he tran sported only in American ships, including, of course, Philippine ships, it there were stoh suitable for deep-sea trafic. The measure now goes to the Eleoate, which is not. likely to deal with it until next winter.
