The San Francisco Chronicle comments on the above Bill as follows:-The House of Repre sentatives has passed the Bill making commerce between this country and the Philippines “ensatwing " attor July 1, 1986, 10 that after that date freight and passengers out he tran sported only in American ships, including, of course, Philippine ships, it there were stoh suitable for deep-sea trafic. The measure now goes to the Eleoate, which is not. likely to deal with it until next winter. The Bill should pass, ng is one step more toward the carplate in- corporation of the Philippines into our fireal system, without which the control of the islands will be a positive nuisance, No publio is St to manage distant colonies or dependoroiss under different forms of government, and least of all the Republic of the United States of America, whose domestic interests are so oxton- sivo ad diverse as to absorb the entire polítical.
