The new edition of Hall's International Law shows what is the established usage in an event of this nature. A neutral stato can only be held responsible for such acts as it may reasonably be expected to have knowledge of and to prevent. It the acts dona are of common notoriety, as WIS. the Fenian Raid inte Cemda in 1866, the state is obviously responsible for not using propor moaur to repress them. If, however, attempts are made to disguise the true character of noxious sots, it is not easy to say what amount of care to obtain knowledge of them beforehand and to prevent them; may reasonably be expect- ed. The conclusion arrived at is that, if a Government honestly gives so much care as 208 sem to be proportioned to the stato of things existing at the time, it doas all that it can be asked to do.

It is not clear that the destruction of the Russian ships at Chamalpe, with which the war begau, did violate nentral waters, for it is stated that the netion took place four miles Hanoi off above.
