Thu third statement that has been made is that these cruisers, after leaving Genea, were escorted through the Mediterranean by his Majesty's ships. There is also no foundation of any sort

I do not believe myself, and I have no knowledge, that they were even in sight of his Majesty's ships. Again, it has been stated that we neted in a discourtsona and unusual manner is respect to the docking of certain Russian destroyers at Malto. What are the facts of the case? Some ecnsiderails time ago. before the affair between Japan and Russia had arrived at any critical stage, application was murde on behalf of the Russian Government to the Board of Admiralty, that we might allow a certain number of Russia's destroyers to be docked at Malts. That request was granted, as usual, with pleasure. When these destroyers went to Balta, affairs between the Japanese and Russian Governments had evidently become oritical, and it behoved us to consider what would be the position, according to International Law, if war broke out while theso destroyers were still at Malta. As your Lordships will remember, the law in the matter is this: That a foreign ship of war must leave within 24 hours a neutral port, or be detained
