On the 2nd instant we published a telegram

from Tientia stating that Mr. Joba Cowen, Editor of the China Times, after being amoued before the "military anthorities" and ordered to give suraty for his behaviour, which herefused to do, was threatened with deportation. His offence was stated to be denunciations of Russian cruelty, and his ples the freedom of comment of the Press.
