New house-drains.--Plans have been deposited and passed by him during the your for the
drainage of 263 houses. The plane of 713 houses were carried forward from 1902, taking a total of 976 in bond during the year. The
drainage of 415 houses las best completed and the plans for 350 have been cancelled, leaving 211 to carry forward to 1904.

Of this aumber, 56 required reconstructing, 23 amend- ing and the reminder wore found to be in order. Notices wore served on the owners of the above 84 houses calling upon them to execute the necessary work. Of these 80 have boon complied with and the remaining 1 are in hand. 31.799 Lenses have been visited by the Drainage Inspecter, with the result that 1,878 drainage nuisances have been discovered. The minute of the Assistant M.O.H. (Dr. Barnett) referred to above was as follows :—“ I do not thiuk a yard of 8 fost sught to be counted as external air. If the rear wall of the open space could be romavad (wby it was over built I ono't understand) the window in rear would open into external air.”.
Mr. A. Rupjohn minuted:" I know these bonsea vory well. Besides the yard thoro is a backyard in the rear. When the plan of these houses was passed about two years ago a backyard was not then required. If the Board would not recommend this application, practically almost all houses built prior to the passing of Ordinance 1 of 1903 could not succeed in gatting exemption, for there are very few blocks of buildings that have a yard and a beck lane. Besides, the provisions of the expression "exter. al sir" are not consistent with the requiro- ments of modern sanitation. The result of the Insanitary Properties Commission was the enactment of Ordinauce 3 of 1899. Owners of properly were then induced to provide a back lano in lion of a backyard; and Section 8, Sub-section A, of that Ordinance empowered the making of a hack lane G feet wide in the place of a yard 8 foot wide, in order to encourage land-owners to provide a back
