Port Arthur, 22nd October. AN INTERVIEW WITH THE VICEROY.
On Monday lost I and an interview with Admiral Alexief. The Viceroy is not, insecessible, but he is extremely busy, so that it is no sy rustter to see him; and I was very muck pleased in consequence où being informed. last Saturday that L conld call on him at 8.30 on Monday morning. The Admiral's house is in Old Town, und stands on a gentle ominonce abore the little Park (ar Bontoverd as they call il), commanding a good view of Golden Hill, from which it is separated by the smaller of the two basing composing the harbour. His answer was short, but full of meaning, We'll arrange that matter with the Chines ho said. This phrase sottied it. This apparent forgetfulness of the fact that Japan is moving heaven and earth to make Etussin settle the matter with her, this impliestion that no out- sider has any right to interfere, and that if he did interfere he would gain nothing by it-- this, I say, was enough." It was nusscessary now to ask how the negotiations with Japan were getting on (pecially as I felt sure that I would not get an answer to that question), er if there was any probability of a war between Russia and Japan. My interview with Admiral Alexief convinced me that the Russians will remain in Mancharin,
