It should be noticed that the municipality has no oiker powers beyond that of fraiming byo-laws and keeping order, The territory which has been set aside for the use of foreigners has not bean ceded to the foreign Powers; far less has it bean coded to the municipality. Legally the manicipality is no more a sovereign body in Shanghai as against the Chinese Government than is the lowp council of an English town us against the British Crown; and there is no agreement by whith the Chinese Government has given the municipality the right to protect its Chinese residents from the control and jaris- diction of the ordinary Chinese courts.
