LONDON, 16th Septembar. Mr. Balfour, in a pamphlot on Insular Free Trade, says the fiscal reformers fifty years ago failed to sea that the world would reject free trade. Some expect the result will be the resignation of the Free Trade Ministers. The attitude of Mr. Chamberlain la view of the pamphlet is much discussed; it is not believed that he will resign merely because Mr. Balfour ignores the question of preferential trade, but rather that he will be content to await develop ments without forcing an issus.

Hongkong, 18th September. SIR, May I add yet another claim to the protection of our "Society for the Prevention of Cruelty to Animals" in the shape of a plex for the much maligned bat useful cat. The num- ber of these animals that are daily set adrift through sheer carelessness of their owners is o large one, and as an instance, I may mention that I have for home weeks past fed a Biamese tabby, which is still unclaimed ? Trao it is that Pussy has a penchant for ransacking the contente of meat-eafos at times, and at cortaîn seasons of the year when in quest of a mate, abe advertises the fact in torms more foroible than onleuring, but after all, she sius no more in this respect than the rest of her sex. Takon all round, and given proper treatment, Pussy is beyond doubt a valanblo adjunct to every household, and as such possesses strong claims

to be looked after.

By the way, in speaking of cruelty, do the malarial mosquito and the plagas-infected rat (let alono buge) come in for any consideration at all? Commander R. Murray Ruwany, R.N., I.S.O., left for lame yesterday on the ss. Sumatra, after nearly twenty years' service in the Harb our Department of Hongkong.
