ontaiders, the fact remains that any sort of reform is beartily bated by these at ti o helm of affairs. According to persons attached to thö. Iroporial Palaces, in spite of the fact that the Empress Dowager encourages social intercourse with members of the foreign Legations, the truth of the matter is that she le still flled with hatred against her guests and uses that social amenitica morsly to sleak her future desigas on them. In ontward appearance Her Majesty seems to be exceedingly

earnest in bor desire to strengthen towards

China the friendship of the foreign re-

presentatives, and to do so gives banquets and bestowe presenta upon them, but her heart really outerinius nothing but the bitterest of rancour against all foreigners. It vividly reminds one of her conduct in the summer of 1900, during the siege of the Legations, when she, on the one hand, cent gifte of wafer-melons and other fruit to the beleaguered garrison, while on the other, who paved in other presents in the shape of rifle bullets and cannon-shot. It is to be apprehended that this actual state of things is really unknown to the foreign representatives in the Legation, Now almost every one knows that the masts in these Northern provinces of the Empire are an uncouth and ignorant lot with whom it is difficult to reason, hence should tho least thing untoward happen an immediato repetition of the horrors of 1800 can easily be imagined. Their Majesties pass their days enjoying them selves with witnessing theatricals and in siting and drinking they seem to care neught for the country or for the welfare of their subjects. When audiences are given to high officiale, whether of the capital or of the pro- vinoes, the topics of conversation before the Turons are only unimportant, trivial matters. Should any one venture to touch upon such important matters as the government of the provinces, or on international relations, the countouanes of the Empress Dowager bo- comes stern at once and her words arU

General Chamber of Commerce, Hongkong, 21st April, 1963. Bro.-I am directed to inform you that, at the monthly meeting of the General Committee of this Chambor, held on Wednesday last, a letter was rend calling the Chamber's attention to the system followed by the sharebrokers of this Colony of charging brokerage to both boyer and seller, urging that such system pro- cluded the broker from noting impartially for both parties, and anggesting that the brokerage should in future be limited fo the roller.

The question was thoroughly discussed and the Committee being strongly of opinion that brokerage should be boras by the seller only,

monely passed the following reaslution "That this Chamber deprecales the custom of stork and share-brokers taking commission from both the buyer and the seller of shares and that the Stockbrokers' Association of Hong- korg be asked to arrange for brokerage to be charged to the seller only."

I am to add that the Committes expressed no desire to involve the starsbrakers in any loss on income as a result of the suggested change, which could be easily rectified by an altoration in the present scale of brokerage authorised by your Association, and they tenst that your members will agree to carry into effect the above proposal-I have, etc.,
