As might have bean anticipated, desparate attempts are being made in Berlin to reoom, mend Gorman friendship to Russia, both in connection with the rapprochement between England and France and with reference to the question of the "open door" in Manchuria, If Prince Bismarck were still living he would doubtless once more remind his countryman of the adage, Qui trop embresso mal étreint. The endeavour is being made to win recognition from Russia for the alleged refusal of Germany to participate in the remonstrances addressed to the Russian Government by other Powers. The British Press is represented as reproach- ing Germany with hor passive attitude in regard to Manchuria. I do not think that
