FROM OUR CORRESPONDENT.

Hamburg, 5th May, 1003, "Perhaps the most Important event of the pas fortaight is the accession of the German Empire to the Convention for the protection of patent rights entered into in Paris in 1883 by several States for the assimilation and simplification of the laws and regulations obtaining in the different countries with regard to petente, trade murke, registration of patterns, &c." This ater has for a long time been arged upon the Govern ment by the leaders of trade in Germany, who were fully convinced of the necessity of greater doubt uniformity in the legislation on international aubjecte-which patent rights no may claim to be. The hesitation shown by the authorities may perhaps be ac counted for in some measure ly the difference in principle underlying the patent laws in different countries. Whilst in Germany they spjoin a thorough and striot investigation, by the patent office into all applications as to the priority of the invention, its pablis utility and other points, other countries ere has exacting, leaving it to the patentee to defend his rights should they be attacked. Of course there are other divergencies besides, but it is hoped they may disappear in time and that an inferuational patent law may finally be arrived at.

THE CONGO ATROCITIES.
