My or opinion is that much of the present agitation on the subject is due to the fact that about fire months ago the Navy Department in Washington made tendors to the loading hemp dealers here offering to buy a large quantity of a certain grade at a fized price. Homp of the grade required was unobtainable here at that time and none of the firms could consider the effer. An American, however, who had never been known in the hemp business here, sab- mitted samples of a lower grade and offered to all the order. The Navy Department approved bis samples and bought his heup, which was quite as good as the samples shown, but was not the grade asked for at first, nor was it first-class bemp. I think that this incident has caused most of the complaints referred to by Colonel Edwards sad that they probably originated in the Navy Yard."

and all night sittings both in the Senate bad the Chamber on the present occasion cansed no surprise. To expect the Senate to agree to everything the Chamber doss or wishes is quite out of the question; frults are generally found and this year koth Heures differed widely. The Senate for instance caused a great deal of displeasure by suppressing certain gmats: including some referring to the army Estimates, on which the Chamber insisted. Unable to agreement, the Senate held & come special sitting at 9 p... which lasted until nearly am., when the sitting was enspended for an hour, the Budget laving been adopted with cortain modificatione by that time. The committee appointed by the Chamber did not think it was right, much less dutiful, to recept reductions which would provent the effective working of the services. The consequence wou that the greater part of the grants suppressed by the Senate, including the Army Estimates, ware formally re-inserted. On receipt of this, the Senate once more sent it back, and again the Chapter returned it to the Senate, with fresh modifications. This child's play will soon have to end, as the country is unsionsly waiting for the result, and does not intend to to inde a fool of any longer.
